Brief History and Role

Established in 2023, the Belgian Association of Property Valuers role is to group the professional valuers on a country-wide basis, across the three language regions of Belgium (Dutch, French and German), with a focus on the promotion of the EVS and business ethics.

Principal Objects

The association’s main objectives are:

  • to federate real estate valuation experts active in Belgium;
  • to promote the valuation profession regarding the assessment of all property, real estate or not, with business, clients and public authorities;
  • to promote among its members the implementation of TEGOVA’s European Valuation Standards (EVS);
  • to promote EVS also in the context of the use of statistical or automated valuation models;
  • to promote ethics and good practices in the field of valuation;
  • to encourage the continuous training of its members;
  • and more generally to transmit expertise and knowledge in valuation.

Principal Activities

The association’s main activities are:

  • the organisation of conferences and seminars and events more generally intended for a public concerned by its field of expertise;
  • publications in its field of expertise intended for its members;
  • organise any type of programme or carry out any action, aimed at dispensing its knowledge in its field of expertise, being the valuation of any asset, real estate or not, in all its aspects.

Organisation

The association is a non-profit association.

The organs are:

  • The General Assembly
  • The Management Board

Membership

The association has full, associate and honorary members.

Experts in real estate valuation whose reputation and experience are established may be admitted as full members.

Persons who wish to support the association with a fixed contribution and adhere to the statutes may be admitted as associate members. They do not have a deliberative vote, but an advisory one.

The General Assembly, upon proposal from the Management Board, can confer the title of honorary member to persons who, by important donations or by noticeable services, have acquired the right to its recognition. The status of honorary member can be combined with that of effective or adherent member.

By design, the founding Board members of BELGAVAL have an extensive multidisciplinary experience in real estate so as to ensure a wider understanding of the property industry as a whole:

° Jean-Paul Loozen, Chairman: Founding Partner of Andersen Real Estate and Deloitte Real Estate Belgium & EMEA (Europe, Middle East & Africa). Formerly Andersen Real Estate practice director for Western, Central & Eastern Europe and North America.

Director of companies and Professor at the Free University of Brussels. Academic Director of the Executive Programme in Real Estate post-graduate programme of the Solvay Business School faculty.

Corporate Finance qualif. (Institute of Chartered Accountants of England & Wales); Belgian CPA; Fellow of the Royal Institution of Chartered Surveyors; MSc in Business Management from the Solvay Business School of the Brussels University.

° Marcus Van Heddeghem, Senior Vice-Chairman: Currently Director of Besix Real Estate Development group (Besix RED) and of the “Compagnie het Zoute” (development & asset management). Former CEO of Redevco retail investments company (7 billion EUR in Europe); former CEO of Wilma Project Development and former Head of Real Estate Investments at Royale Belge-AXA insurance company.

Ind. Engineer in civil construction; post-graduates in General Management (CEDEP) and in Real Estate Finance.  

° Joël Gorselé, Junior Vice-Chairman:  CEO of the listed REIT Intervest Offices & Warehouses; former Investment Manager Europe at Redevco’s (UK), Equity Analyst Real Estate at Degroof Petercam investment bank, and Senior Consultant at Deloitte Real Estate Corp. Fin. Board member of the Belgian Property Industry Association.

MSc in Applied Economics (KUL University); Master in Real Estate (Antwerp University Management School); Post-graduate programme in real estate at Saïd Business School of Oxford University.

° Jacques Hoornaert, Treasurer:  Director of companies in real estate services and investments ; former Financial Director of Redevco Belgium, Redevco France and Redevco Switzerland; former financial director of GIB Immo-Real Estate and Delens/Eiffage Belgium.

Member of the Royal Institution of Chartered Surveyors ; Post-graduate in Leadership at Solvay Business School – IPD Lausanne ; MSc in Business Management from the Solvay Business School of the Free University of Brussels.

° Dominique Blommaert, Secretary:  Senior Partner at Janson Law firm and Head of its Banking and Finance department. Expert in banking regulations and mortgage credit law, scientific collaborator and visiting professor at the Finance Law Institute of Ghent University. Member of the Brussels and Ghent bars. Master of Laws (KUL University) and MSc in Economic Law (Free University of Brussels).
